Written on the top is COMMUNICATED BY ORDER OF THE SUPERINTENDENT and signed by Zebina James Duncan Kinsley. This was the personal copy of W.A. Thornton as noted inside with a check mark by his name. William a Thornton was a cadet at the United States military Academy from July 1820 July 1825. Thornton had a distinguished career serving in the ordinance depart and was superintendent of the Watervliet Arsenal during the Civil War. Many government arms bear his WAT inspectors cartouche.
